The bill would lay down a marker in the defense of democratic values of huge significance for those whose voices are silenced by Venezuela’s oppressive regime every day. As you are well aware, Venezuelan citizens have been the target of brutal repression on behalf of government security forces since they took to the streets in peaceful protest over the country´s political, economic and social crisis in February. Unarmed protesters have been tortured and killed, and subjected to serious physical and psychological abuses including broken bones, denial of medical treatment and threats of rape and death. Human Rights Watch found that judges and prosecutors in Venezuela have repeatedly ignored evidence of systematic human rights abuses. To this day, 3293 protesters have been detained and over 854 wounded. 45 people have died as a result of the protests, and 153 cases of torture have been documented. And while dozens of political prisoners remain in custody as punishment for exercising their basic rights, not one Venezuelan government official has been held accountable for these violations. As a member of the Venezuelan community that now calls the United States of America my home, I am grateful for the efforts that the U.S. Senate has made in order to condemn the massive and systematic Human Rights abuses in my country. I now urge you to allow S.2142 to be voted on. Regime officials know Venezuelas deeply compromised justice system will never call them to account for abusing Human Rights. Enacting the Venezuela Defense of Human Rights and Civil Society Act of 2014 would signal an end to impunity, helping stop the regime’s systematic repression, and preventing yet more torture and deaths from happening.
