Excerpts: Under President Aquino’s Social Purpose Fund, Briones said, some P376.53 billion was in lump sum appropriations that did not carry any details. Briones said the President’s SPF was broken down into: P62.52 billion for budgetary support to government corporations; P33.16 billion for allocation to LGUs; P14 billion for national disaster risk reduction and management fund; P2 billion in contingent fund; P1 billion in rehabilitation and reconstruction program; P1 billion in e-government fund; P10.72 billion in international commitments fund; P118.14 billion in miscellaneous personnel benefits fund and P133.97 billion in pension and gratuity fund. Apart from the SPF, she said, the President has sole discretion over a total of P866.23 billion in automatic appropriations that included P372.86 billion for interest payments for debt service that would not be subjected to congressional scrutiny. She said some P123.05 billion was placed under unprogrammed funds bringing to P1.36 trillion the total lump sum appropriations that are under the President’s sole discretion.
