Extension of Call for Concept Note Programme introduction Citizens’ demands for implementation of key African Union standards is undermined by the lack of information in the public domain, mechanisms and spaces for citizens to articulate their views and opportunities to link their daily life and livelihood struggles to Government obligations. Citizens remain largely pre-occupied with localized concerns, have little sense of the rest of the continent, and are generally apathetic about Governments and skeptical about the role of the AU and Regional Economic Communities. These conditions prevent citizens, especially those whose lives, security, dignity and livelihoods are constantly threatened, from holding their Governments accountable for guaranteeing fundamental freedoms and rights. For Governments to follow through on their commitments, the commitments must be demanded by their citizens. For African citizens to hold their Governments accountable, they must understand the stakes of AU decisions and own the process of change. If we build awareness of Nigerian citizens on AU protocols and the implications in their daily lives, citizens will perceive themselves as pan-African actors/citizens and be able to participate in a sustained public discourse in the media about AU processes. It is assumed that Nigeria’s political space is stable and free enough to allow for this work to proceed without severe backlash from the state or non-state actors. Lastly, with the right kind of capacity building and accompaniment, informed and empowered citizens can bring pressure to bear on national authorities at local, national, regional and continental levels. Decision makers react to the demands of their constituencies. Civil Society Legislative Advocacy Centre (CISLAC) in partnership with the State of the Union Coalition (SOTU) will support State of the Union Nigeria Campaign Platform (SOTU-N-CAMP) members to design and carry out activities which will result in getting Citizens informed and empowered to act to claim key rights and freedoms of the African Union. CISLAC is inviting SOTU-N-CAMP members to submit concepts that are targeted at delivering the above stated results. Concepts should be developed taking cognizance of the below stated indicators: No of community, national CSO leaders and policy makers directly reached through public events, social media and publicity materials No of men and women indirectly reached through the mass and new media No of public local actions taken to defend rights and freedoms in AU standards Number of rights-holders representatives supported to publicly articulate their own appreciation of the African Union Instruments The Programme will give support for the operational cost of activity to a maximum of N300,000.00 (three hundred thousand naira) and pay the organisation honorarium of N100,000.00 (one hundred thousand naira) for facilitation.
