FOOD SAFETY IN THE TPP Food safety was already implemented into the most recent 2013 WTO agreements, which supercede all foreign trade agreements, including the proposed, and ongoing negotiations of the TPP. The United States has even restricted countries like Vietnam, etc., from trade on food items, until they meet the minimum requirements of the WTO food safety agreements. Food safety will be harmed? That can be easily be debunked by an official 2013 USTR report on Sanitary and Phytosanitary measures. ustr.gov/sites/default/files/2013%20SPS.pdf The above report references the WTO’s Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement). On page 99 of the report which references Vietnam, it states that trade has been restricted to Vietnam due to them not adhering to safety regulations in the OIE oie.int/fileadmin/Home/eng/Internationa_Standard_Setting/docs/pdf/Legal_rights_and_obligations/A_Rights_and_obligations_April_2013.pdf and the WTO, the only body governing trade between nations. Although Vietnam has made advancements on April 2012, when Vietnam issued Decree 38, an implementing regulation for its comprehensive Food Safety Law. The United States still is weary of the decrees transparency, and trade is still restricted to Vietnam until they agree to several bilateral agreements the United States wants them to adhere to. Food safety has been a big part of trade agreement negotiations since President Obama has been office. In 2009 President Obama began his initiative on domestic and global food safety and security.
