FROM THE NEWSROOM: HARTFORD, Conn. (AP) — A Connecticut jury has awarded $10 million to the father of a woman killed by her ex-boyfriend on Valentines Day 2009, in a wrongful death and negligence lawsuit against police. Jurors in state court in Hartford determined Monday that three Plainville police officers were negligent in connection with the fatal stabbing of 25-year-old Tiana Notice in Plainville. Notices father, Alvin Notice, of Lunenburg, Mass., sued police as executor of her estate. The lawsuit accused Plainville, Waterbury and Bloomfield officers of failing to arrest Notices ex-boyfriend, James Carter II, for violating a restraining order several times in the weeks leading up to her death. Carter is serving a 60-year prison sentence for murder. Waterbury settled claims against its officers for an undisclosed amount, while a judge dismissed allegations against Bloomfield police.
