For Immediate Release Date: 24 June 2014 STATEMENT OF THE ANC IN LIMPOPO ON INTERVENTIONS TO STRENGTHEN GOVERNANCE IN MUNICIPALITIES At its PEC meeting of 23 June 2014, the ANC in Limpopo considered mechanisms to improve governance in municipalities and provincial departments as part of improving service delivery within the Province. On provincial governance, the PEC adopted the resolution of the PEC Lekgotla that noted the impact of the section 100(b) administration on governance and the provincial economy and resolved that the PEC and EXCO must receive a comprehensive report that details the successes achieved through the s100 administration, as well as the remaining challenges. The PEC further directed that based on the report, EXCO must make a submission to Cabinet on the exiting of the s100 (b) administration. Having considered the weaknesses, challenges and successes of different municipalities and as a way of strengthening the ANCs service delivery machinery at the local government level, the PEC decided to make the following strategic interventions at different municipalities: 1. Recall the Executive Mayors and Mayors of the following municipalities respectively: (a) Capricorn District Municipality, Cde Lawrence Mapoulo (b) Mopani District Municipality, Cde Joshua Matlou (c) Elias Motswaledi Local Municipality, Cde Wendy Matemane, and (d) Greater Tubatse Local Municipality, Cde Josias Mahlake The skills acquired by these comrades over their years of service will not be lost to the organisation as the ANC will ensure that they continue to add value within the ANC in our programme to we move South Africa forward together with our people. 2. Redeploy the Speakers and Chief Whips, as well as restructure the Political Management Teams (PMT) of the following municipalities respectively: Speakers redeployed are: (a) Aganang Local Municipality, cde Lucas Ntsewa (b) Greater Letaba Local Municipality, cde Rosinah Ramalatswa (c) Greater Giyani Local Municipality, cde Martha Maswanganye (d) Bela-Bela Local Municipality, cde Maria Mononyane, and (e) Ephraim Mogale Local Municipality, cde Klaas Kekana Chief Whips redeployed are: (a) Capricorn District Municipality, cde Patrick Baloyi (b) Polokwane Local Municipality, Cde Ouma Mashiane (c) Greater Letaba Local Municipality, cde Makopo Masutha (d) Greater Giyani Local Municipality, cde Jabu Tshabalala (d) Thabazimbi Local Municipality, cde Dikeledi Hlabadira, and (e) Fetakgomo Local Municipality, cde Molohadi Makola PMTs to be restructured are: (a) Mutale Local Municipality (b) Musina Local Municipality (c) Mopani District Municipality (d) Greater Tzaneen Local Municipality (e) Maruleng Local Municipality, and (f) Bela-Bela Local Municipality Through these interventions, the PEC seeks to strengthen the functioning and political management of the different Municipal Councils and improve the management of ANC Councillors performance in these Councils. The PEC did not arrive at this decision lightly but was informed by consultations with and recommendations of the various structures of the ANC including Regional Executive Committees (RECs). At this point, the necessary ANC deployment processes will be followed to find replacements of these comrades in full compliance with the provisions of the relevant legislation. The PEC extended its gratitude and appreciation to these comrades for their service to the people of Limpopo and acknowledged that the journey to create a better life for all our people has not been easy and yet they remained resilient in service. ....End.
