Former British Hong Kong governor Chris Patten believes Britain has legal jurisdiction to demand that China do more to resolve the conflict between Hong Kongs government and the student protesters. Patten says Chinas actions have “spit in the face” of the 1984 Joint Declaration which established how the handover and transition of Hong Kong to Chinese control would take place. You can guess the reason why Patten believes Britain hasnt demanded China live up to their side of the bargain - because Britain, like the US, is addicted to Chinese goods. “There has always been quite a strong group in government and the business community which believes that you can only do business with China if you carefully avoid in all circumstances treading on China’s toes or saying anything the Chinese disagree with,” adding “It encourages China to behave badly that we go on doing that.” Chinas actions are, in Pattens opinion, not only a violation of the 1984 Joint Declaration but also a breach of the Basic Law - Hong Kongs constitution. “When China asserts that what is happening in Hong Kong is nothing to do with us we should make it absolutely clear publicly and privately that that is not the case.
