Had to deal with someone like this a Coue years ago. First outside with no food, water, or shelter. After complaining they never let it out. They gt divorced and moved stuff out, saving the dog in a closed up house during the summer. We wedged food through the window. Complained again and was told water in bathtub and an automatic feeder. No concerns at all about hygiene and temps in the high nineties. Thats Pennsylvania for you.
