Rajnath’s policemen are unable to erase the notoriety of Delhi as the rape capital. So the Uber rape takes place. The Delhi Police has filed a FIR against Uber for not complying with several of the mandatory requirements for operating such a service. The Delhi Transport Dept, which is technically under the Union Government, banned Uber from further service in Delhi. Rajnath Singh even sent an advisory to all the states/UTs to ban operation of not only Uber but all web-based radio taxi companies until they meet the set legal requirements. Of course, the Yankee outfit continues to operate it despite having contravened several of the legal requirements to operate such a commercial facility. Yes, it has support of the irresistible Nitin Gadkari, who says ban on Uber is wrong; that the granting of licenses is faulty, and needs digitization! Gadkari is confusing grant of driving and vehicle licenses with the conditions set for grant of operation of radio taxis. Do you get the drift? Even if the grant of licenses is digitized, you still need to comply with the set conditions of operating a radio taxi service. The Uber has not done that. Not only in Delhi but in all Indian cities where it operates such aggregative service without investing a single paisa from its Yankee pocket and keeps pocketing 15% from every single transaction! On radio taxis, Gadkari and Rajnath present one story. The second such story involves the Ministries of Environment and Forests (MoEF) and Tribal Affairs (MoTA). You see in its hurry to simplify procedures for speedy implementation of the infra projects, the MoEF had rationalized certain procedures bypassing the provisions Forest Rights Act and authorizing the district Collectors to unilaterally clear diversion of forests land to expedite infra projects. This was scuttling of provisions of an Act of the Parliament through executive orders! Not quite cricket ,you know. Now the MoTA has dug its heels and the MoEF has to eat the humble pie, and allow the FRA provisions to be followed. So the minimum government and maximum governance actually resembles MMS’s UPA!
