Healthcare.govs first open enrollment figures, for 2014,were initially stated at 8 million, which went down to 7.1 million because many didnt pay their first premium. Then it went down to 6.7 million when they discovered an error in counting dental plans in with health plans. Of the 6.7 million, all but 1.4 million were previously insured. The enrollment for 2015 has been similarly lackluster. The numbers enrolled are only 6.4 million, and 4.5 million of those are auto-renewals. I would interpret those figures as evidence of failure!
