Highways Agency (HA) officers will be given powers to stop HGVs on behalf of the DVSA. A pilot scheme, which will be launched in September, will see HA traffic officers being handed powers to halt lorries and direct potentially dangerous vehicles back to a DVSA check site for examination. At the moment, HA officers only have the power to direct traffic, but a small number will come under the DVSA’s accreditation scheme to allow them to stop vehicles. The Road Haulage Association said the plan was to give appropriate identity badging to HA staff, so that commercial drivers and the public would not be confused. It added that North Wales police was training HA traffic officers [as an authority with both the expertise and licence to do so] and that the trial will be launched in the Midlands on 1 September at an as yet unnamed single location. A DVSA spokeswoman said: “The HA officers will be supplementing, not replacing, existing DVSA resources.”
