House Bill 169 passed its third and final reading in the Senate today, so it has now passed both Houses. However, because it was amended in the Senate, it will go to a conference committee to work out the differences. So there is still work to be done The bill was further amended on third reading in the Senate today to allow case managers to provide case management as well as other waiver services, as long as they are not providing both for the same person. Sen. Rothfuss successfully argued that this was what he believed to be the intent of Senate File 60 from last year. Additionally, the bill was amended to include a three-year rollout period for the new case management educational requirements, and to allow case management experience to count toward the educational requirements. This was an effort to prevent a lack of qualified case managers if the new requirements rollout and suddenly make many case managers ineligible. Another effort to add a grandfathering clause and to provide flexibility for small, rural providers failed.
