Hung Mandate for 3rd LAHDC Kargil Congress Emerges as Single Largest Party, PDP and BJP unmarked Shotopa/Kargil/: 80% of voters in Kargil have given their mandate for a hung council during the elections for 3rd LAHDC Kargil held on 22nd of August 2013. Counting of the votes on 28th of August revealed that voters from Kargil have blessed National Conference with 8 Council seats, Indian National Congress with 10 seats for 3rd LAHDC Kargil, while as a pressure group of independent candidates numbering 8 have a significant role in the formation of the New Council. Other than official candidature and mandate National Conference has a support of 3 independent candidates from their allies Islamia School Kargil. Options for the formation of the New Council as on date are open for Congress to go for it with the support of independent Candidates numbering 5 in total. However National Conference with its allies Islamia School with a support of some independent Candidates is trying hard to head the council for more five years. The ground reality observed as on date in Kargil is painting a very dim and gloomy picture as far as the formation of the Council is concerned with both the National Parties INC and J&K NC, unofficially having twelve members each at their back. Support of the rest of the two remaining independent Candidates at a time when a new council is to be constituted, is politically and technically a very hard nut to crack. Under these circumstances a rear and unbelievable option remains there that National Conference, Islamia School and Indian National Congress may negotiate for the partnership for council, which can be possible if forth coming assembly elections and Lok Sabha Elections are included in the canvass of these negotiations. However decisions are to be taken within three days and Indian National Congress has an edge over the emerging scenario, being the largest single Party.
