I am concerned with the recent Government policy of contracting 30% of public contracts to under privileged groups. I wonder what the rationale was. Let’s face it, how will a 21 year old youth achieve certain qualifications to be able to execute a massive construction or engineering project.The prequalification of contractors is clear as one must have done some work historically to be considered. Registration also classify contractors in accordance with the volume and cost brackets. This are unlikely to have been achieved by the youth, women and the disabled. It is a reality since our experience in tendering processes reveal minimum most participation of this groups and they can not suddenly be compelled to do it. A good suggestion would be to include clauses in main contracts which require main contractors to give 30% of subcontractors and labor to this groups. In this way the main contractor is able to evaluate each group for relevant domestic sub contracts. Any comments are welcome
