I have been intending to write this, and the current debate on the Bangsamoro Basic Law seems to be a good time to do so. I believe that the parliamentary system of government advocated in the peace agreements and the BBL is less stable than the Presidential or Gubernatorial form of government now practiced in our country and in the present ARMM. Why? Because the parliamentary form of government lends itself to a vote of confidence, which a splintered legislature may easily abuse, and which in turn may result in too many fallen regional governments and too many elections. Additionally, it will not be easy for a particular person to be elected Chief Minister and for such Chief Minister to hold on to his position. For him to continue as such, he must always forge alliances and maintain those alliances, in the process upholding politicking over the requirements of good governance. These do not augur well for a fledgling Bangsamoro government.
