I was surprised when I started working in Texas by how much inclusion (special ed children in general ed classrooms) was advocated. I learned that the RTI model is the norm even in AISD (a lower SES school district here). For non-speechies, basically it seems that special ed children in ATX are more supported and encouraged to reach their potential and follow the general curriculum as much as possible-- as compared to their counterparts in NYC.
