"IMPACT ASSESSMENT and SIGNIFICANCE!!!" Assessing the overall significance of predicted impacts is potentially complex and requires input from environmental specialists. There is no universally agreed ‘significance model’ and different approaches are used, depending on the nature of the impact and the sensitivity of the surrounding environment, i.e., environmental protected area. Four types of environmental risk need to be considered: • One-off impacts associated with activities such as civil engineering, commissioning and abandonment. • Routine impacts associated with planned abnormal operating conditions (e.g. maintenance, start up and shut down). • Non-routine impacts such as those arising from process trip and emergency start ups & shut downs, fire, and explosion. • Historical impacts due to past activities. The extent to which these four types of impacts need to be addressed in the EIA will be dependent on the impact duration and effect in which a variety of factors need to be considered as they apply to individual project, facility or operation e.g. location, local sensitivities, impact frequencies.
