. IN LIGHT OF THE GOOD NEWS I HEARD TODAY, I WROTE THIS LATEST MESSAGE TO ATTORNEY GENERAL ERIC T. SCHNEIDERMAN. ITS SAID THAT ITS A GOOD IDEA TO STRIKE WHILE THE IRON IS HOT, SO I OFFERED UP THIS LATEST STRIKE. Dear Mr. Schneiderman: When I submitted this petition to you on March 29, 2014, I had been working on compiling information and links for over one year. After I served this petition, I added addendums, sent countless emails clarifying the issues referenced in the petition and supporting links. Doing this was not an easy task, mainly because the NYC AC&C operates behind a veil of secrecy and is not forthcoming with information. gopetition/petitions/new-york-city-animal-shelters-are-in-violation-of-humane-laws-and-conducting-a-veiled-conspiracy-of-murder-we-demand-an-investigation.html Just today I learned that you are considering an investigation into the Operating Policies of the AC&C and it wouldve been vindicating and an acknowledgment of the extraordinary efforts I invested in encouraging this investigation if someone from your office had told me this directly, but that aside, I commend you for finally realizing that something (many somethings) stink at the NYC AC&C. The problem with the NYC AC&Cs Operating Policies lies in the fact that nobody but AC&C management knows what those policies are and, if they exist, they seem to be subject to change at will and lack clarification. In short, the public is being excluded from decisions made that affect publicly-funded shelters and that impact on the lives of living, breathing creatures and the public at large. In the voluminous emails Ive sent to you the issues are clearly laid out and if you read them, youll note that the NYC Department of Health is complicit with the AC&C in a scheme to deceive NYC taxpayers and betray the public trust. Funding manipulations, misappropriated funds and policies that defy any sense and reason are impacting on the lives of 6,000 innocent animals every year and the failure of the DOH to address an ongoing epidemic puts the pets of private citizens at risk which results in unwarranted expenditures for people to treat their animals. The DOH has been blocking the building of 2 new shelters for 2 unrepresented boroughs in NYC, the Bronx and Queens, despite the fact that the funding for those shelters has existed for years. NYCs former Mayor, Michael Bloomberg, sold the land for one of those shelters to a supermarket chain and NYC citizens do not know what happened to their money. While the DOH lies and tells NYC citizens these 2 new shelters are not needed because the AC&C doesnt kill for space, the lie is evident in the 6,000 casualties the AC&C produces every year. The issue of 2 new shelters goes even beyond the lack of space lie the DOH is trying to sell NYC citizens when the DOH and NY City Council then add to the lie and claim that NYC cant afford 2 new shelters and then spend millions fighting this issue in court and defy 2 court orders to build them. Beyond the lies the DOH, AC&C and City Council are perpetrating on NYC citizens, City Council, encouraged by Mayor Bloomberg (the real estate broker) conspired to drive low income tenants out of publicly-funded public housing with a ban on dogs over 25 lbs. This ban was not approved by the citizens whose taxes subsidize public housing and was clearly intended to drive up rents in NYC. Public housing tenants are given 30 days to divest themselves of their pets or move and inevitably their pets end up in NYC shelters. This only adds to the influx of animals in an already-overcrowded shelter system and fuels the death toll. This ban is clearly illegal and prejudicial, not just to public housing tenants but to their pets who are guilty of nothing but being what they are. Their ejection is not based on complaints from other tenants and many of these dogs have lived peacefully in their homes for years. So when you focus on the AC&Cs Operating Policies clearly you must also focus on how the DOH impacts them. When it blocks 2 new shelters and creates an overpopulation issue, epidemics arise, dogs and cats get sick, the costs of treating them increase and the situation is dealt with with expediency and they end up dead. What possible purpose can there be to such a scheme? Such as the AC&Cs Operating Policies currently are, they define Einsteins definition of insanity: Repeating the same mistakes over and over again and hoping for a different result. Along the way, millions of dollars are being wasted when they could be put to better use in efforts to reduce NYCs homeless animal population with a spay/neuter policy, an adoptions program that actually works and by building 2 new shelters to buy homeless animals the time they need to unstress, recover and animal advocates and adoptions counselors can find them new homes. The NYC Department of Health and the Animal Care & Control are not private contractors or autonomous. They are financed by the tax dollars of NYC citizens, and yet they make a concerted effort to deceive those taxpayers about how their money is being used. They are also not entitled to operate with impunity and not abide by established animal welfare laws. NYC citizens want a no-kill policy for their city. With the way the DOH and AC&C operate NYC shelters, their wasteful practices are pushing no-kill into oblivion while year after year they renew their promise to make NYC no-kill and then do everything in their power to ensure that it doesnt happen. When I told you (several times) that the DOH/AC&C Operating Policies have made NYC shelters cash cows for somebod(ies), I wasnt kidding, so now it remains to find out who the beneficiaries of those cash cows are. I wish you success in getting to the bottom of all this because you can bet that the AC&C and DOH will not make it easy.
