INGO JOBS in GOLDEN LAND Myanmar: Grants Manager Organization: International Rescue Committee Country: Myanmar Closing date: 04 Oct 2014 The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs, while maintaining its commitment to respond to emergencies caused by floods, cyclones, and inter-communal violence. The IRC is committed to a long-term presence in-country with the aim of improving the well-being of vulnerable populations living in hard-to-reach areas. IRC works in selection locations, primarily focused in the most marginalized areas of the country, including Rakhine, Chin, Kayah, Mon and Kayin States. SCOPE OF WORK: The Grants Manager provides day-to-day oversight of core donor reporting, information management, programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations and other key functions as needed. The Grants Manager also provides key support to the Design, Monitoring & Evaluation Coordinator in the development of high quality funding proposals and the country programs M&E systems. RESPONSIBILITIES: Grants Management & Compliance: Maintain the proposals, grants, report and assessments/evaluation tracking systems; Maintain the systems for sub-grant tracking and reporting, and draft sub-agreements; Maintain electronic and hard files for all grants as per IRC practices, an electronic photo library, and all relevant internal and external program information. Ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring; Support the organization and follow-up of grant opening meetings, monthly grant review meetings, and grant close out meetings; Support program teams in developing quality monthly reports capturing detailed program activities; Provide technical guidance on IRC and donor regulations to ensure compliance within program implementation and reporting. Raise compliance issues with program staff and Deputy Directors and/or Country Director; In coordination with Finance and Operations, monitor and facilitate compliance of programs with donor and IRC commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for waivers/derogations, etc. Reporting & Documentation: Stay up to date on all IRC programs in Myanmar through a thorough review of specific program materials, general country context materials and by regular communication with key staff; Stay up to date with all institutional donor guidelines; Manage all internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements, with support from the program managers/coordinators and D,M&E Coordinator. Acquire and disseminate updated information regarding donor formats (proposals and reports) and other donor related information; Prepare narrative program reports in accordance with donor designated formats, including OFDA/USAID, ECHO, DFID, EC and other donors as required. Ensure that draft reports disseminated for review and feedback by senior management team, relevant technical unit(s), and HQ staff prior to submitting the final report to donor; Consolidate monthly internal program and government progress reports based on input from sector coordinators, including tracking progress on program indicators and reporting on key program highlights/issues; Build national staff capacity for proper record keeping and drafting quality and accurate program reports; Draft program briefing materials, and respond to requests for program information from IRC Regional Management, IRC HQ, donors, Myanmar Government and others; Prepare and update IRC Myanmar information packets for donors and visitors including General IRC Information, IRC Myanmar General Program Overview and sector and/or geographic fact sheets; Oversee the development and updating of other informational materials such as brochures, articles, posters, website and audio-visual materials to promote the work of IRC Myanmar externally and within IRC; Maintain up-to-date and well-stocked information materials center; Facilitate documentation of institutional knowledge and past program activities. Design, Monitoring & Evaluation: Support proposal development in collaboration with Design, Monitoring & Evaluation Coordinator, DDP, program staff, finance staff and technical advisors, ensuring that IRCs Program Framework, Strategic Planning goals, and DM&E guidelines are incorporated; Closely coordinate with Design, Monitoring & Evaluation Coordinator on needs assessments and data collection as necessary to feed into project design; Liaise regularly & work very closely with program, operations and finance staff to coordinate program planning; Monitor major donor trends (policies, strategic directions, etc.) and funding opportunities through regular research and monitoring of information on relevant websites and/or other sources. Support the Design, Monitoring & Evaluation Coordinator in other key grants management, program development, communications and external relations activities as requested. REQUIREMENTS: Bachelors Degree in development studies, social sciences, or other relevant field Two to five years work experience in international humanitarian or development field Excellent written and verbal English language skills Excellent communication skills for purpose of donor correspondence Demonstrated experience in report writing and grants management Proven organizational skills and ability to multi task many competing deadlines and priorities Demonstrated experience in proposal development, preparation of logical frameworks and budgets Strong knowledge of donor rules and regulations for reporting and compliance issues (e.g., USAID, ECHO, EuropeAid, OFDA, Unicef, UNFPA, OCHA, private family foundations, etc.) Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint Ability to work in a multi-cultural environment and travel as required to project field sites WORK ENVIRNOMENT: The Grants Manager position is based in Yangon, Myanmar with occasional travel required to project field site locations in rural areas of the country. This is an unaccompanied post with a modest housing allowance. Provision of medical, life, and repatriation insurance + retirement package.
