Im always up for an inclusive education system, despite my belief in meritocracy, but I have two sets of questions: What really triggered this? Are there a lot of top graduates from public schools that dont get into State Universities? Or is it that these top 10 graduates end up not being able to afford to go to State Universities, so the government wants to make sure to take care of them? Either way, what does each scenario say about the reality of our education system? How fool-proof is this system? Obviously public schools are not on the same level of competitiveness (e.g. science high schools). The opportunity of getting a scholarship might drive the behavior of a parent of a graduating grade schooler to send his/her child to a less competitive school just so he/she can get the scholarship that comes with being top 10 (vs the chance of being top 10 in an environment like Philippine Science High School). Overall, I believe its good to implement, but definitely not perfect. I just hope that ill behaviors can be mitigated quickly by DepEd and CHED. :)
