It took 20 years for the rescue- no kill- adoption- TNR community to realize that shelters should s/n their animals prior to adoption. With a compliance rate of about 60% and as low as 41% for after adoption sterilization, one can calculate for any given shelter who unloaded their cats/dogs intact for years, how many animals that shelter added to homelessness. And that data would NOT even include the numbers that rescue groups, independent rescuers and trappers added over the years. There are only two explanations for this: Either the animal welfare industry is the most incompetent or the most corrupt industry or maybe both? And PetsMart calls it a new approach changing its policy to allow only rescue groups in their stores whose animals are sterilized. For 20 years it did not have that policy. Still wondering why our society is drowning in cats/dogs?
