JCILPS defers ILPS agitation considering Sangai fest IMPHAL, November 18: Although the government has failed to meet the deadline of November 18 to implement the ILPS or a similar Act, the Joint Committee on Inner Line Permit System is deferring its course of agitations considering the Sangai Festival starting from November 21, said the committee’s convenor H Ibotombi Khuman today. He said however, the committee will not lighten the pressure on the issue and that the committee will start issuing Id-cards for non-locals soon. He was speaking at the Deprivation Day observation today at the Manipur Press Club organised by the JCILPS commemorating the abolition of the British era Bengal Eastern Frontier Regulations, 1873 on November 18, 1950 by the then chief commissioner of Manipur Himat Singh. The day was observed under the motto ‘Safeguard the indigenous people of Manipur and their land’ at the Manipur Press Club. Every indigenous community of the State should mourn the day, said committee convenor H Ibotombi Khuman. Since, the abolition of the regulation, the influx of non-locals into the State has only increased rapidly, he said before elaborating that today one-third of the population is non-locals. The rapid increase in the population of non-locals has only brought about a demographic inbalance to the society, he continued. However, the State government has failed to implement any Act or regulation to safeguard the indigenous communities of the State, he said. Following, the indifference of the government to the issue, it was the All Manipur Students’ Union that initiated the demand for the expulsion of migrants from the State during their anti-Foreigner campaign, he said. But considering that a single body cannot make much impact in demanding deportation of the illegal foreigners from the State, 35 organisations of the State came together to form the JCILPSon July 4, 2012, he said. He continued that the committee will not stop its agitations until and unless the government implements the ILPS or a similar Act or regulation in the State. The Deprivation Day Observation 2014 was also attended by president Porei Leimarol Meira Paibi Apunba, Manipur L Memchoubi Leima; president Apunba Manipur Kanba Ima Lup Ph Shakhi Leima; president Kanglei Ima Lup RK Sanahanbi; president Ching Tam United Women Association Maibam Purnimashi Leima; advisor Iramdam Kanba Apunba Lup A Ridimala Leima and president Women Association for Civic Action Kangleipak RK Tharaksana as presidium members.
