Konoe before his suicide presented a document to Emperor with a confession to the effect that he was influenced by communists and that Manchurian Incident, Shina Incident, and the Pacific War were caused by a communist group in the Army with an aim to revolutionize Japan. In addition, Konoe said that the communist group was trying to conclude the peace treaty with the US through the intermediation of the Soviet Union. This statement was proved recently by a declassified text of a telegram sent in June 1945 by a Chinese National Government military attache residing in Bern as a top secret obtained from the US, saying, The Japanese Govt is under capitulation to communists.
