Kabimba’s K15 Million Claim Suspicious – FODEP The Foundation for Democratic Process says the claim by Justice Minister that conducting a census in preparation for a referendum will cost an additional k15 million is suspicious. FODEP executive director MacDonald Chipenzi wondered what the K44 million allocated in the national budget was for if Justice Minister Wynter Kabimba was talking of an additional K15 million. Chipenzi said it would not help the process as the Patriotic Front seemed to want to further delay the process so that their claim that there is no time between now and 2016 is given credence. He said if the process had commenced just after the Technical Committee there could have been no delay. Chipenzi said delaying the draft constitution seemed a gimmick by the PF government to ensure that the process is left late to ensure that the 2016 general elections are held under the old constitution. Justice Minister recently hinted that there will be no referendum before the 2016 general elections which is part of the prerequisites from a people driven constitution as proposed by the Zambian citizenry in the draft constitution. zambiareports/2014/04/08/kabimbas-k15-million-claim-suspicious-fodep/
