LOWELL HOWARD RUFF Daily Press (Newport News, VA) - Wednesday, March 26, 2014 Lowell Howard Ruff, Captain, Civil Engineer Corps, United States Navy, age 81, and a resident of Williamsburg, Virginia, passed away on March 23, 2014, in Williamsburg. Captain Ruff was born in Columbus, Ohio on December 31, 1932. He attended North High School and Ohio State University where he graduated in June 1955 with a Bachelor of Science in Civil Engineering, and was commissioned an Ensign in the United States Navy, having been in the Holloway scholarship plan NROTC. Additional studies later led to a Masters Degree from George Washington University. Rising to the rank of Captain, he first served on the USS Colonial prior to many overseas tours in the Civil Engineer Corps including Alaska, Guam and Marshall Islands with MCB-5, Vietnam twice, Japan, Italy, and Hawaii. He was actively engaged in community affairs in many duty localities. Following retirement from the United States Navy, he was employed for eleven years by the Bechtel Corporation as Project Manager of the King Khalid International Airport in Riyadh, Saudi Arabia. While with Bechtel, he was sent to London for three years, promoted to Vice President while Project Manager of Docklands Light Railway, after which he returned to the United States to work on the new Denver Airport project. After Denver, he left Bechtel and joined Greenway Enterprises for a 5 year period as Director of Engineering on construction projects around the world. After retiring from Greenway he and Georgene, his wife, enjoyed several years in Easton, Maryland before journeys end in Williamsburg, VA where he enjoyed volunteer work at Historic Jamestown, and with the City of Williamsburg as an architectural review board member.
