Last week two Texas State House committees met to consider one of the hardest groups of prisoners to rehabilitate: inmates with mental illness who also have substance abuse problems. The Texas correctional system has spent millions for mental health programs and substance abuse treatment for offenders in an attempt to keep them from re-offending and returning to prison. Advocates along with Brad Livingston, executive director of the Texas Department of Criminal Justice, agree that mental health and substance abuse issues should be identified and treated prior to incarceration and after inmates are released.
