Given the recently released Senate Intelligence Committees Study on the CIAs Detentiona and Interrogation Program, Bushs statement would seem to have been a terminological inexactitude, or a barefaced lie in plain speak. Reconciliation cannot begin without plain speaking first, and those who saw to it that this report has been released to the public have begun what may be an incredibly long and, at times, painful rehabilitation of the reputation of the United States as a country that will never again stoop, albeit at a lesser scale, to the levels of the Nazi schutzstaffel or the Japanese Kempeitai in World War II. The CIA interrogators and those responsible must be as roundly and publicly condemned as the ISIS executioners—would that the long arm of justice swing with equal dispassion for whom it condemns, be they ISIS or CIA thugs.
