Like all organisations, PEMANDU has had its ups and downs. Having dealt with them, I think a lot of the criticism directed at Pemandu has been due to (a) the public doesnt really know the role of Pemandu, this has not been communicated well and several anti-Pemandu bloggers have seriously distorted public perception; and (b) the civil service initially did not like the idea of someone telling them what to do. On the whole, I will give due credit to Pemandu for pushing many programmes and projects under the ETP - many of which are bearing fruit now. Bloomberg puts it aptly Innovation involves taking risks and trying new ideas, which doesn’t often come easy to government.
