MEMBERS OF THE NATIONAL ASSEMBLY(NA) ENEMIES OF DEVOLUTION 2ND TO CENTRAL GOVERNMENT: Honorable Members, fellow comrades, soldiers in the liberation struggle ladies and gentlemen. In August 2010 Kenyans anonymously adopted Devolution as a system of governance. The constitution created new structures in its systems of service delivery to the people. Parliament was divided into 2 ie the Senate and the National Assembly. Whereas County Assembles were created disbanding the old local authorities. Members of the National assembly were giver powers to legislate and steer development in their respective constituencies, through the Constituency Development Fund (CDF). A fund that has made our members of the National assembly logger headed and sycophants of the central government. Members of the National assembly have used the constitutional powers vested upon them to increase this kitty not in helping their constituents but in making themselves richer, arrogant and unruly. The CDF kitty to me should be taken back to the county government which today remains the center of reference in growth and development. The founders of devolution must have adopted federalism and communism philosophy in drafting this noble devolution system, where its the counties that should fund the central government and never the other way. The only sole responsibility of the central government ought to be security (Military), immigration and foreign relation. Creation of county commissioners was a larger scheme of sabotaging devolution by strengthening the provincial administration. From Mombasa for example the County Commissioner has always fought the duly elected governor claiming to be above the governor. Governors the chief accounting officers are not allowed to chair county security committees. The state of county security committees have been left to unconstitutional offices in the name of county commissioners. Governors are legally allowed by law to create county security structures from the Kijiji upwards. They have indeed appointed Sub county administrators, and ward administrators who are supposed to take charge from the old DCs, DOs, Chiefs and Assistant Chiefs. Members of the County Assembly seem to be in good relations with the county structures, on top of being so close and connected to the people. Members of the National Assembly in their part have fixed themselves with DOs, Chiefs and Assistant Chiefs. Its now a supremacy battle between the 2 factions of legislators. The fact however remains that having the provincial administration in place in creating 2 parallel structures which will jeopardize our nation hence persistent crisis like the insecurity crisis we are experiencing today. Our call for a referendum shall address many of this issues which the National assembly as at now cannot address. As a matter of urgency we must have a clear constitutional guideline that disbands the provincial administration and bars the president from creating structures that are parallel from a devolved system of government that governs this nation. In my view lastly CDF must be taken back to the county government or the powers to determine how much is to be allocated as CDF should be a preservative of the Senate. You cannot give MPs powers to determine the amount to allocate themselves as cdf. That amounts to dictatorship and corruption at the same time. Referendum oyeeeeeeee.
