May 14, 2013 Harrisburg, Pennsylvania made the following anti-tethering laws within days of dogs dying on chains. What happened when the permanently tethered dog died in the snow in Cape Breton in 2010. Nothing?! Wow eh. This law would: * Ban choke collars and chains thicker than an eighth of an inch for dogs who are tethered; * Mandate access to potable drinking water, edible food and adequate shade or shelter within the tethered area; Limit restraint to brief, temporary periods. * Require owners to bring dogs inside when the National Weather Service has issued a storm or extreme weather advisory, or when temperatures rise above 90 degrees or below 32 degrees Fahrenheit. Penalties start at $350 for first offenses. Subsequent violations carry fines of up to $1,600 – or up to 72 hours in jail in lieu of the money - as well as possible loss of custody of the dog. Anyone convicted twice within a year loses their right to own a dog for two years, must pay an additional $1,000 fine and could be sentenced to jail for as long as 30 days, according to the ordinance. pennlive/midstate/index.ssf/2013/05/anti-tethering_law_clears_harr.html
