May i also suggest my proposition way back in 2003 when i was still in the active service as commandant of ROTC Units. Revamp the NSTP program. Only two programs will emerge which will be under the NATIONAL COUNCIL for CITIZEN SERVICE. These are the Military Service and the Disaster Service. All state schools and some schools offering armed services related courses to be required mandatory ROTC for their male students and disaster training for their female students. Private schools to offer both to their students. This will better prepare our country for emergency situations like disaster and military. We will then have a reserve force for disaster units and a reserve force for military units. More of this later po.
