It contributes to the pharmaceutical component of health care provision in Zambia through: - Warehousing of pharmaceuticals and medical supplies Distribution of pharmaceuticals and medical supplies to all districts and public sector hospitals under the principle of six rights Monitoring of usage trends and analyzing of logistics information Maintaining existing and establishing new relationships with stakeholders and partners in order to develop supply chain services in line with existing and future needs Providing services to customers qualitatively and professionally In order to enhance our services, we are seeking to employ the following positions: - FINANCE MANAGER (1) Reporting Relationship To the Director-Finance and Administration (DFA) Main Purpose of Job: To manage finance activities and to apply accounting principles to analyze financial information, prepare accurate and timely financial reports. Main Responsibilities of Job: 1.Planning and development ·Take responsibility of management and delivery of the finance and accounting aspects of the business plan. ·In conjunction with DFA, draft, monitor and assess the business and development plan ·Manage the development of the service to ensure that the promotion of equality of opportunity and challenging discrimination are central to strategic development, management and its services to clients ·Assess options for coordinating the finance and accounting activities, procedures and systems so as to promote common policies and practices 2.Resource acquisition ·Develop the organization’s funding base to sure present and future service delivery ·Liaise and negotiate as appropriate with the funding authority and other funding sources 3.Financial management ·Maintain day to day financial control of the service within budget heads agreed ·Ensuring effectiveness and efficiency of the full budgetary control. ·Ensure that all finances are properly administered and monitored, including credit control ·Advice on the proper allocation of resources ·Make periodic reports to management on income, expenditure and any variation from budget ·Ensure that all financial reporting obligations are met in relation to submission of funding, for grant aid, for contracts, commercial income and any other initiatives ·Manage petty cash as an authorized signatory within authorized expenditure limits. ·Maintaining a sound, efficient and effective financial control environment at all times. 4.Staff management ·Ensure, delegating as appropriate, that each service allocation is adequately managed, staffed and resourced ·Overview of departmental policies and procedures 5.Financing production ·Management of capturing, reviewing and posting of all accounting transactions in the accounting system and ensuring that they are updated at all times. ·Ensuring that all ledger accounts are fully reconciled and supported by schedules at all times. · 6.Customer/ associate section ·Process customer financing fast and efficient ·Maintain customer satisfaction rating at or above department objective ·Promote a helpful team environment in the department ·Understand there is no situation extraordinary enough to excuse lack of courtesy toward towards any customer or employee 7.Administrative section ·Ensure timeliness and preparedness in all administrative functions and reporting. . ·Ensure all necessary paper work is correct for each customer and account. 8.Other duties ·Maintain a safe and clean work environment. ·Understand and follow company rules and regulations. ·Perform all other duties as assigned and required QUALIFICATIONS AND EXPERIENCE ·Degree in Accountancy, Full ACCA, CIMA or ZICA ·At least 5 years working experience at middle management level and preferably in the public health sector ·Proficient in MS Office applications ·Detailed ACCPAC knowledge will be an obvious advantage A valid driver’s license will be an added advantage COMPETENCES Strong interpersonal skills and ability to work effectively in teams Good communication skills An analytical mind Attention to detail WAREHOUSE MANAGER (1) Reporting Relationship: To the Director - Logistics Job Purpose: The post-holder will be responsible for co-ordinating, planning, managing and controlling the operations of the warehouse including receiving units, central administration, inventory and Logistics Management Units of Medical Stores Ltd. He/She will be responsible for ensuring that warehouse operates efficiently and responsively to customer needs. He/she will also be responsible for assessing performance using applicable indicators on a monthly basis on the principle of Plan, Do, Check and Act (PDCA). He/She will be providing technical advice on supply and consumption issues to staff in MSL. He/she will be required to liaise closely with District Community Development, Mother and Child Health Offices and Provincial Health Offices. Main Responsibilities of Job Ensure logistics data reports are submitted to the LMU and Central Administration in a timely manner by all District Community Development, Mother and Child Health (DCDMCH) Offices and Hospitals. Respond to all technical queries from DCDMCHOs, Hospitals, and Provincial Health Offices with a 2.5 days customer query cycle time. Liaise regularly with DCDMCHOs and Hospitals to resolve data irregularities and reporting problems. Provide technical guidance to the Logistics Management and Central Order Processing Units’ staff on supply and consumption issues. Provide direction and guidance in order processing, inbound and outbound processes of the organization. Compile feedback reports from the LMU software application at agreed intervals and submit to all stakeholders. Evaluate the data contained in the above reports and lead the formulation of plans to overcome problems/shortcomings identified at DCDMCH and health centre levels. Establish Average Monthly Consumption and Issues trends for all commodities at MSL and highlight short dated products with plausible recommendations. Participate in monthly reviews of the performance of MSL operations, including assessment against agreed performance indicators. 10. Drive a proactive agenda aimed at ensuring that inventory is well management through the inventory management team including reduction in stock and location variances. 11. General management of warehouse, Central Order Processing and Logistics Management Unit, Receiving and Inventory operations on a daily basis through established assistant managers. Shall be responsible for overall management of staff members in the applicable units. Design, implement and review control measures that will ensure optimal utilization of resources including staff and equipment. Perform any other duties, which may be assigned by the Director of Logistics, or MD or MSL Senior Management from time to time. QUALIFICATIONS AND EXPERIENCE ·A Bachelors degree in Pharmacy, Arts/Science in Supply Chain Management/Operations or equivalent; ·An additional of Supply Chain Management will be an added advantage; ·Must have at least 3 years experience of working in a reputable logistics or warehousing environment; ·Experience in pharmaceutical management, warehouse management system or equivalent at a large scale will be added advantage; ·Must be a Zambian National: COMPETENCES ·Proficient in MS Office applications; ·Ability to produce report in a professional manner; Strong interpersonal skills and ability to work effectively in teams; Strong analytical and problem solving skills: STORES OFFICER (1) Main Purpose of Job: To be responsible for efficient and professional execution of all stores function in order to provide a high service level to end users Main Responsibilities of Job: ·To receive and record all purchased as well as donated items; ·To maintain all stock records for all items in stock; ·To maintain stock levels for every item held in stock; ·To issue stock to user departments from the storeroom at stipulated time; ·To prepare monthly stock movement report; ·To advice management through the Purchasing Manger on all obsolete items; ·To make purchase request for all items that have reached recorder level; ·To keep the storeroom neatly organized; ·Entry of receipts and issues in ACCPAC; ·To generate monthly ACCPAC reports; ·Perform any other duties, which may be assigned by the supervisor from time to time: Qualifications/Experience Grade twelve (12) school certificate or GCE “O” Levels CIPS level 5 (Graduate Diploma) Computer Literacy in MS Word and Excel a must He/ she should be able to work under minimum supervision Experience in stores management is a must and knowledge in ACCPAC is an added advantage A valid driver’s license will be an added advantage If you fit the above profile, please apply electronically to the Human Resources Manager by sending the application letter and an updated CV only, including your daytime contact number(s) by Wednesday 11thSeptember 2013 to: Email : [email protected] Telephone : 242768/242346/244105 Telefax : 246288 Only short listed candidates will be contacted
