Ms Hannah Tetteh Forgot Articles 1&75 . >>>>>>>>>>>>>>>>>>>>>>> Ms Hanna Tettehs response to Ghanas position on the EPA is not only unfortunate but embarrassing to say the least, especially considering Article 1 of the constitution of the Republic of Ghana for starters: (1) The Sovereignty of Ghana resides in the people of Ghana in whose name and for whose welfare the powers of government are to be exercised in the manner and within the limits laid down in this Constitution. Hence for the foreign minister of Ghana, Ms Hanna Tetteh, to suggest that the stance of Ghana as a sovereign state to sign to an international agreement that could potentially has serious long term effects to the fundamentals of our ailing economy, questions her competence as a foreign minister promoting the sovereignty of Ghana. This is just like the British foreign secretary alluding to journalists that Britain has no stance to the idea when the European Community decided on the common currency. Furthermore, anyone with the basic understanding of what a sovereign state is and the constitutional laws, so far as Ghana is concerned, governing the execution of international agreements, will not give such an uninformed and a response of an insult to the 4th republic constitution of Ghana such as: “It’s not a question of what is Ghana’s stance because this is an ECOWAS decision. Either we all agree or we don’t agree,” she said. I find this extremely embarrassing for a foreign minister who is alleged to get the nod to become the running mate of the President Mahama, come 2016 election, make such a statement, when ARTICLE 75 OF THE CONSTITUTION OF THE REPUBLIC OF GHANA AS A SOVEREIGN COUNTRY, states clearly that: (1) The President may execute or cause to be executed treaties, agreements or conventions in the name of Ghana. (2) A treaty, agreement or convention executed by or under the authority of the President shall be subject to ratification by- (a) Act of Parliament; or (b) a resolution of Parliament supported by the votes of more than one-half of all the members of Parliament. What Article 75 is simply stating is that not even the president of Ghana has the final say to sign to any international agreement like the EPA until it is ratified by parliament. So it is definitely not up to ECOWAS but the legislature/parliament of the Republic of Ghana. Some of us who thought highly of her have every reason to be exceedingly disappointed and question her competence, her loyalty to Ghana, her shrewd ability as a politician on top of affair to defend the sole interest of the people of Ghana.
