Reference: Cabinet Decision No. 106/08/2014 Dated: 11-06-2014 GOVERNMENT ORDER NO: 482-EDU OF 2014 DATED: 02-07-2014 Sanction is hereby accorded to the authorization to Chief Education Officers for temporary appointment of Teachers on academic arrangements basis in their respective Districts as per details reflected in annexure A to this order for the duration of academic session or till the regular selection of teachers is made by the Services Selection Board whichever is earlier. RAJOURI 793 8475 TOTAL Annexure B to Government Order No: 482-Edu of 2014 dated 02-07-2014 PROCEDUREITERMS& CONDITIONS FOR TEMPORARY ENGAGEMENT 1. The candidate is a permanent resident of J&K State. 2. The candidate is qualified for the post of Teacher as per prescribed rule and preference will be given to the candidates having higher qualification and those having passed B.Ed, M.Ed. 3. The monthly remuneration of teachers appointed on temporary (academic arrangement basis) shall not exceed Rs. 3000/- (three thousand rupees per month only) 4. The candidate is within the age limit required under rules as on first January of the year in which the academic arrangement is made. 5. That the candidate be allowed to join provided the post of Teacher is vacant. 6. That the candidate shall execute an agreement with the concerned DDO that he/she have no claim or right for appointment on permanent basis and there will be no commitment of the state Government in this behalf. The academic arrangements of the candidate shall automatically ceases or stand cancelled on completion of the academic session or as and when the post is filled up on regular basis by the Service Selection Board whichever is earlier. 7. The Concerned Chief Education Officer will obtain an undertaking from the candidate to the above fact that they shall not insist for regularization extension/continuation of their service on any ground what so ever and will ensure that during engagement the candidate have to abide by Government Service conduct rules and as per terms and conditions of engagement provisions laid down by the department from time to time. 8. The Chief Education Officers before the commencement of the academic session will invite the applications from the eligible candidates from the concerned Village where the post is available and if the eligible candidate is not available from the said village, then eligible candidate can be drawn from concerned Panchayat and if the candidate is not available from the concerned Panchayat and then from the eligible candidate can be drawn from concerned zone having required qualification for the posts and preference will be given to the candidates having higher qualification and these having passed M.Ed, B.Ed . 9. The academic arrangements will be made on the posts as reflected in the annexure A against the direct recruitment quota vacancies in the department and on selection of a candidate by the Services Selection Board, the academic arrangements will cease. 10. After receipt of application from the eligible candidates, the CEO of the Districts then shall prepare a merit list on the basis of marks obtained by the candidate in the academic qualification, however weightage may also be given to higher qualification acquired by the candidate. 11. The Chief Education Officer thereafter shall prepare the final selection list of the candidates equal to the number of direct recruitment vacancies as reflected in the Annexure A and accordingly adjust the candidate on these vacancies in the districts. 12. The merit list so prepared shall be valid for one academic session only. 13. Waiting list of candidate may also be maintained and in case an engaged candidate (Teacher) leave the department during the Academic session, then next candidate in the merit list will be considered for academic arrangement against the vacancy accrued. The waiting list shall be valid for one academic session only. 14. The engagement order shall incorporate the terms and conditions as reflected above. 15. The order of engagement as Teacher on academic basis shall be issued by the concerned Chief Education Officer under his signatures.
