Office of Legislative Affairs and Budget (OLAB) Division of Legislative and Regulatory Affairs (DLRA) Program Analyst GS-343-13 This solicitation of interest is for an urgent 120-day development detail to perform Program Analyst, GS- 13 level duties in the Office of Legislative Affairs and Budget (OLAB), Division of Legislative and RegulatoryAffairs(DLRA),includingworkrelatedunaccompaniedchildren. Ifselected,youwouldserve as an analyst responsible for analyzing and reviewing complex, sensitive, and controversial legislative and policy materials for their impact on ACF programs. In addition, you would respond to Congressional inquiries and facilitate Congressional meetings in cooperation with ACF program offices. The employee selected will be detailed at his/her current grade GS-13 level. This solicitation of interest is not a promotion. ACF will abide by all provisions of Article 34 of the Master Collective Bargaining Agreement between NTEU and HHS. If selected, the detail requires your immediate supervisor’s approval. You may want to share your interest in this detail with your supervisor. This detail is considered developmental and non- reimbursable, though ultimate decisions on reimbursement will be made by the loaning office. Area of Consideration: Department-wide; Washington, DC Metro Area Duty Location: Administration for Children and Families Office of Legislative Affairs and Budget (OLAB) Division of Legislative and Regulatory Affairs (DLRA) Washington, DC Opening and Closing Dates: Opening Date: July 28, 2014 Closing: August 11, 2014 This is a non-bargaining unit position. There is no travel required. Major Duties and Responsibilities: 1. Analyze legislation to determine its effect on internal ACF policies, procedures and operations. In cooperation with ACF program offices, develop technical assistance on legislation as requested. 2. Analyze regulations for clarity, policy consistency, and proper f ormat. 3. Work in cooperation with ACF program offices, respond to Congressional inquiries with accurate material in a timely manner. 4. Serves as a liaison with senior level officials (agency and Departmental staff, congressional members and staff).
