On Tuesday, August 27, 2013 at approximately 8:30 a.m., Richard Wayne Pelham Jr was arrested for possession of Marijuana. A Cumberland Police Officer currently assigned to the C3I warrant fugitive unit was in the area of Baltimore Avenue and Decatur Street observed a drug transaction. The Officer identified himself and contacted Pelham who admitted that he was in possession of Marijuana. A uniformed patrol officer was requested to respond to the scene and placed Pelham under arrest. Pelham was transported to Police Headquarters for processing. Pelham was then issued a criminal citation charging him with possession of Marijuana and released from Police Headquarters pending his District Court trial at a later date.
