On this date in weather history, October 23, 1878: A very strong hurricane caused severe flooding from Virginia to Pennsylvania. The Potomac River inundated basements in downtown Washington DC. Buildings in South Wilmington, DE have water half way up their first floors. In Philadelphia, the Delaware River completely submerged the first floor of buildings and destroyed 385 houses. In Philadelphia, the bridge over the junction of the Schuylkill and Delaware Rivers was swept away. Roth, David and Hugh Cobb. VA Hurricane History.
