Once an ex-offender gets out of jail, even if he or she finds a job, it may mean working for only minimum wage. It has been shown that the less these individuals earn, the more likely they are to re-offend. Many earn only $8,000 or $9,000 a year - well below the Federal poverty level of $11,000 for a single person. A person can’t live independently or raise a family on that kind of money. Ex-convicts earning less than $7 an hour are twice as likely to go back to prison as those earning at least $10 an hour.
