This is an environmental crime, as every time a Haarp downburst is created, some of Earths atmosphere is blown out to space. This bubble of atmosphere is permanently lost to the solar wind, and is one reason why deadly ultraviolet radiation has increased 1000% over the last twelve years. But who cares ;)
