PPP for Monday, January 26: Some potential changes could be in store for the Arkansas Lottery. Senator Jimmy Hickey has filed two separate bills. One would get rid of the lottery commission and put the scholarship fund under the direct management of the State Department of Higher Education. The other would raise the standards for students to qualify for scholarships from a 2.5 grade-point average to 3.5. Critics of the changes say thats way too steep, and would severely limit the opportunities for many kids to go to college. But supporters say if we dont start limiting scholarships, the state cant afford to pay for the ones who do qualify.
