RATIONALE Barangay Bulan is located along the coast of Municipality of Bulan a majory of its household defend on fishing for their livelihood. Their fishing activity belong to small scale type of fishing the fishing gear used consist mostly of hook and line simply fishing nets. Only few fishers have motorized boats, the rest using only non-motorized bancas. At present, these fishers suffer from dwindling catch owing to the degradation of the near shore resources, this is couple by coupled by uncertainities in the pricing of their produce, the valuation of such is usually in favor of few unscrupulous buyers. This condition led them to organized into cooperative in order to search for viable livelihood activities that will help augment their income and improve their lot. Bulan Multi-Purpose Cooperative is composed of fisher-members all of them residing in the Barangay Bulan. Fish shelter and Pumpboat with Fish Net has been identified as the most viable project. That will help uplift socio-economic condition of the marginal fishermen of Bulan. III. PROJECT OBJECTIVE: A. To engage in viable economic activities that will increase the income of small scale fishers of Barangay Bulan. B. To sustain the cathed of the proponent. IV. PROJECT COMPONENT AND TECHNIACL DESCRIPTION The project component and technical description composed of following materials for fish shelter and pumpboat with fish net project of fishermen section of the cooperative. The following materials to used in fish shelter and pumpboat with fish net. Are as follows. 1. FLOATER ( STEEL ) 2. PE ROPE 18 mm 3. PORTLAND CEMENT 4. RUBBER TIRE RINGS 5. EMPTY GASOLINE DRUM 200 LITERS 6. SWEVIL 5/8X10 7. PAINT 8. LUMINOUS PAINT SPRAY 9. FISH NETS ( P2,500.00 )X 30- BUNDLES 10. BOAT (BANCA) 1 – UNIT 11. ENGINE (FUZO CANTER) WITH COMPLETE ACCESSORIES This are the materials needed for the project on fish shelter and pumpboat with fish net of the fishermens section of the cooperative. The project are economically trend and technically viable. V. PROJECT BENIFICIARIES The project will directly benefit the fisher member of the cooperative. Such benefits will be in form of additional income derived from their involvement in the actual fishing operations. Indirectly, a majority of fisher in the community who may or may not members will also benefit as they can also do their fishing activity in the area. In addition, the cooperative, through the revenues generated from the project will also be able to provide services in terms of training and education to members and non members alike’ VI. STRATEGY OF IMPLEMENTATION 1. Pre Implementation phase 1.1 Conduct orientation and consultation meeting 1.2 Project identification and evaluation. 1.3 Project design preparation and finalization. 1.4 Project Approval 2. Implementation phase 2.1 Upon approval, the fund will be transfer to the cooperative following government rules and procedures. 2.2 Procurement of materials for fish shelter and pumpboat with fish net. 2.3 Construction of fish shelter and (Boat) Banca. 3. Post Implementation 3.1 Monitoring and evaluation At the end of the year, the project shall be evaluated based on the approval project objectives. VII. BUDGETARY REQUIREMENT 1.
