Perhaps we would have a better society if our leaders applied this principle to social justice. Rewarding good behaviour has always produced increased good behaviour - punishing for bad behaviour may achieve a sense of community justice, and in many cases rightly so, but more often it creates worse behaviour, or no change in the bad behaviour. We should take example from the successful methods of training animals - reward is what creates the desired behaviour - punishment, particularly in dogs , does not change behaviour - but does succeed in making the animal angry and aggressive.
