Privatize Security Force Services For Economic Growth..!!! According to frequently notorious organized crimes in country, we have to understand that our country is no longer safe for anyone except CCM elites (Vogogo wa CCM) and members of state joint security forces (TISS, JWTZ, and Police); The recent terrorist act against famous businessman Mr. Said Mohame Saad in Dar es Salaam who was assaulted by anonymous bandit by pouring him concentrated sulphuric acid (Tindikali) on his face and made away without been arrested; The recent bomb attack against Chadema meeting whereby Ubungo constituency MP John Mnyika was addressing his followers, the bomb injured one person, but the targeted figure was MP John Mnyika; Due to what has been happening now and then, my experience triggered me to propose to government to introduce new policy which will encourage private sector to train professional private security forces and conduct security services business; by so doing will bring competitive atmosphere in the present security market between state owned police force and private security force; if this will happen the business people, tourists, journalists, politicians, activists will be safe by experiencing the value of added of security services from state police and private forces. It may sound funny to many people especially for CCM elites (Vigogo wa CCM), but it seems very crucial for this moment than ever before to encourage the government to introduce policy which will encourage private local and foreign companies to establish their professional security forces for the purposes of retaining national security credibility and for prosperous of economic growth. Following the series incidence of terrorist tragedies took place in different places in our country is satisfactory of evidence that our state security has totally failed, and is not wise to rely on it anymore. These organized crimes incidences have changed the attitude of investors and tourists towards our country which her economy depends heavily on foreign investors and tourists who had been injected hard currencies in our economy. Terrorist acts and other notorious organized crimes have put our country in black list countries whereby investors and tourists are not advised to go, but they can for their own risks! Tanzania is a country of high rate of unemployment although the government data indicate that economy has grown from 7% to 8% for the series of past eight years! How could economy grow at 8% per year while the rate of unemployment is the highest in East African Community member states? Nevertheless, the government data are very controversial as the government has not yet employed new employees for the series of past four years! Economic growth means new direct and indirect jobs creation! If the government is boasting of the achievement of economic growth of 8% for period of eight years, but no jobs have been created, then we have to consider several factors of economical and political complications before we come to conclusion. It would be very crucial for our economy if the CCM government could consider and recognize a vibrant and expanding private security sector, far from being an enemy and threat to CCM government, but instead could provides employment to poor Tanzanians parallel with the best and fastest way to increase their wealth. The CCM government must address security for people and their property. The CCM must bring down the appallingly high crime rates. Greater investment in policing, however, is unlikely to bear fruit so long as police salaries are not performance-driven. The government should also begin encourage to utilize the burgeoning private-security sector and encourage its growth. Using private security firms will introduce greater competition that may improve the performance of the state police. Outsourcing some activities to the private sector also is needed to fix Tanzania’s creaking legal system. CCM fears and consider private security forces such as Chadema’s Red Brigade as a threat, but in actual fact the shallow taped security industry could bring down the high rate of unemployment by employing thousands of young people, and also could force the economy to grow faster as many investors and tourists could feel secured and decide to rebound back! The CCM government also must ensure private property is secure and that Tanzania is a safe place to invest. These are crucial in view of the onslaught on private property and people in our neighbours like Kenya, Uganda, Rwanda and Burundi. From an economic point of view, continuing with traditional centralized police force owned and controlled by only government, and the recent series unethical and malpractice conducted by police force against innocent people may prove worrisome for the investment community. The interest of investors, domestic and international resides, primarily, in securing their lives and investments too. The state police force to continue monopoly the basic security will continue repelling both investors and tourists from our economy; our police force has been working below world standards by regularly operating under the certain influence of unethical and malpractice which has resulted on poor quality of security services to investors, tourists and tax payers. Private security forces will pose significant competition against state police force upon service offering and definitely this will sound very strong for security services and economical too! In the future, the government should avoid uncertainties and tensions, inherent in traditional police force. However, it would try to adapt from other developing markets on how basic security services would be integrated for the purposes of win – win situation among government and private sectors. The government should put forward policies that ensure security of properties and people enabling the economy to grow and create jobs for millions of unemployed Tanzanians. If that happens, Tanzania’s next few years will be even better than the last fifty two years ago.!!!!!!!!!! noordinjella.livejournal
