Probe ordered Srinagar, Sep 12: The State government has ordered magisterial probe into recent Shopian killings and District Magistrate (DM) Bashir Ahmad Bhat has been appointed as inquiry officer. However, the government has not given any time frame for completion of inquiry. Divisional Commissioner, Kashmir, Thursday issued an order which said: “To enquire into the firing incidents dated 07-09-2013 and 11-09-2013 at Gagran, Shopian, which lead to the death of civilians; Bashir Ahmad Bhat, District Magistrate Shopian is hereby appointed as Enquiry Officer.” The mandate of the Enquiry Officer, according to the order, shall be to find out the circumstances which lead to the firing incidents on September 7 & 11 at Gagran. The officer has been asked to find out whether the force used in firing incidents was more than required. He has also been asked to find out whether there is sufficient evidence available which suggests that firing on September 11 was due to the “unruly behavior of frenzy mob” or it could have been avoided or handled in a more disciplined way which could have avoided the casualties. District Magistrate, the order said, will also give his findings about the responsible person(s) for provocation as well as excessive use of force, if any. SHOWKAT DAR ADDS FROM SHOPIAN: Police have registered a case against the personnel of 14 battalion CRPF for killing a civilian, Muhammad Rafeeq, in Shopian on Wednesday. A senior police officer, demanding anonymity, revealed that a case 137/2013 under section 302 RPC was registered against the CRPF men. Sources said the case was registered after a meeting in Shopian in which DIG Police and DIG CRPF participated, among others. When contacted, DIG Vijay Kumar said, “Yes, a case has been registered against CRPF.” Importantly, no case has been registered against CRPF for killing four youth in the same area last Saturday.
