REPUBLIC OF KENYA THE PRESIDENCY MINISTRY OF DEVOLUTION AND PLANNING DIRECTORATE OF YOUTH INFORMATION ON UWEZO FUND (DOCUMENT I) ¬¬¬¬¬¬¬¬¬¬¬_________________________________________________________ CONCEPT PAPER ON UWEZO FUND CAPACITY BUILDING PROGRAMME UWEZO Fund framework proposes that “An amount of approximately 10% of the total Fund, but not exceeding Ksh 500 million will be dedicated for capacity building for fund beneficiaries and the target groups. The capacity building provider will be identified through an open tender process.” Towards implementing this, a Capacity Building Program for UWEZO Fund is proposed. The program will provide a broad range of business development services and mentorship for potential UWEZO Fund beneficiaries. UWEZO Fund capacity building program will be modelled along the Kenya National Integrated Civic Education Program (K-NICE) framework. Strategic goals and objectives The specific objectives will be; i. To facilitate potential UWEZO Fund beneficiaries with business development service; ii. To facilitate the youth and women to form businesses that will consolidate the individual enterprises into groups that can qualify to apply for UWEZO Fund and public procurement requirements; iii. To improve youth and women entrepreneurs capacity to do business through training; iv. To facilitate full utilization of the 30% procurement preference provision for youth and women in all government tenders and contracts; v. To link youth and women owned enterprises with corporate business for collaboration and support. Key Focus Areas for UWEZO Fund Capacity Building Program I. Focus Area 1: General Information on UWEZO Fund This focus area will cover the general information on UWEZO Fund. The specific topics will include; a. Objects and purpose of the Fund b. Framework for implementations at the Constituency level c. Eligibility Criteria for Applicants d. Application procedures II. Focus Area 2: Provide Business Development Services and Mentoring to Youth and Women groups This focus area is expected to offer a broad range of business development services. The services will be offered to entrepreneurs at various stages of their business development journey, from business idea development all the way to growth and maturity of the business. The focus area will provide the target groups with one-on-one support to address internal constraints (lack of business knowledge, skills, and abilities) and external constraints (enabling environment, technology, financial and legal issues). The specific interventions should include but are not limited to; a. Support to develop constitutions and/or revising old ones b. Support to register groups c. Guidance on the development of business plans for the targeted groups d. Training for groups and their members in various necessary skills e. Help and guidance with designing and promoting fundraising events f. Signposting and connecting to services of assistance to particular project development. III. Focus Area 3: Table Banking Concept This focus area is expected to disseminate information on the Table Banking concept. This will include case studies of success groups in the Country that are using table banking principles. IV. Focus Area 4: Promote Access to Public Procurement Opportunities in a Devolved Context This focus area is expected to disseminate information to youth, women and persons with disability groups on how to access 30 per cent procurement share in government tender opportunities. The specific interventions in this area include: a. Raising awareness for both the demand and supply side of the equation on the existing opportunities in public procurement at the county level; b. Training and building capacities of marginalized groups [women, youth, persons with disabilities] to enable them to meaningfully participate in and benefit from government contracts in a devolved context. Time Frame The implementation of the initial UWEZO Fund capacity building programme is 12 months. Scope of work The Capacity building program will be rolled out at constituency level to make it accessible to majority of the youth and women Uwezo Fund capacity building program unit UWEZO Fund capacity building program will be coordinated by the UWEZO Fund capacity building unit. The overall goal of the UWEZO Fund capacity building unit will be coordination and management of UWEZO Fund capacity building program. The specific responsibilities will be; i. Developing UWEZO Fund capacity building training manuals. ii. Developing operational guidelines for UWEZO Fund iii. Identification of UWEZO Fund capacity building service providers through a open tender competitive process iv. Monitoring of UWEZO Fund capacity building program service providers v. Reporting Membership of the Capacity building Unit i. Head of UWEZO Fund capacity building unit, preferably with Finance background and experience in managing a similar unit; ii. A representative of the Directorate of Youth; iii. A representative of the Directorate of Gender; iv. A representative of the Directorate of Planning; v. A representative of the Front office of the Cabinet Secretary, Devolution and Planning; vi.
