RIVERSIDE: Payroll service owner pleads guilty to tax fraud DEBRA GRUSZECKI / STAFF WRITER The co-owner of a Riverside-based payroll service, Paycare, Inc., pleaded guilty Monday to failure to pay federal payroll taxes and embezzlement from a federally-funded program, the Internal Revenue Service reported. Scott Willsea, 56, entered the guilty plea in federal court before U.S. District Judge Manuel L. Real, according to a press release from IRS spokeswoman Linda Lowery. Willsea allegedly prepared quarterly payroll taxes for 15 different client companies in the 2009 and 2010 tax years, including All Mission Indian Housing Authority and Of One Mind, LLC, and failed to account for or pay the full amount of tax owed to the IRS by each company. For example, it was alleged that Willsea accurately computed and collected One Mind’s payroll tax liability of $43,489, but paid only $26,268 to the IRS and kept $17,221 for himself. For the quarter ending Dec. 31, 2010, Paycare accurately calculated and collected All Mission’s payroll tax liability of $31,593, but sent only $14,805 to the IRS, Lowery said. The IRS claimed a loss of more than $200,000 as a result of the tax fraud. Sentencing is set for March 16.
