"Rather than race or minority grouping, non-whites have often been defined according to their function within American society. Negroes, as we have said were considered draft animals, Indians wild animals. So too, Orientals were considered domestic animals and Mexicans humorous lazy animals. The white world has responded to non-white groups in a number of ways, but primarily according to the manner in which it believed the non-whites could be rescued from their situation. Thus Orientals were left alone once whites were convinced that they preferred to remain together and presented no basic threat to white social mores. Mexicans were similarly discarded and neglected when whites felt that they preferred to remain by themselves. In both cases there was no confrontation between whites and the two groups because there was no way they could be exploited. They owned little; they provided little which the white world coveted."
