The most direct challenge comes toward the end of the program, after Hoekstra admits he was thoroughly briefed on CIA’s “enhanced interrogation techniques,” adding that his former staffers have just told him “90 percent of the material in the Senate report on CIA torture was known to his committee. Oops! For Ray, that was a red flag. He decided to act the part of the bull in decoding the bullexcrement and, more important, the gross misfeasance by Hoekstra, one of the few officials who would have been able to stop the torture program.
