SO THAT EVERY PGBI MEMBERS WILL KNOW What is happening to the PGBI right now? This is the question that every PGBI member is asking. But the right question is why it is happening? What is the real reason behind the resolution that the NEC passed? Let us first digest every issue. 1. When does this issue or conflict started? - This was started when George “FGBF GEORGE” Duldulao was relieved by PGBI National President and Grand Supremo Gringo Honasan and appointed James Layug as its new Secretary General. 2. Does the relief of Founder George with consent, knowledge and approval of NEC? - Definitely the relief of Founder George is WITHOUT the confirmation of the NEC. The relief of Secretary General Duldulao is only the sole act of GS Gringo without consulting the NEC. In fact GS Supremo only issue an order ousting Founder George as its Secretary General and the NEC members were surprised by this order of GS Gringo. 3. Is the appointment of James Layug is in accordance with the CBL of PGBI? - Article V, Letter H, Section 9 of the CBL provides that: Article V Powers and Duties of National Officers H. SECRETARY GENERAL Section 9. Appointment and Term of Office – there shall be a Secretary General who shall be appointed by the National President from the list of members in good standing for a term of three (3) years subject to the CONFIRMATION by the National Board. It is clear that before a National President of PGBI can appoint a Secretary General, the former must first seek confirmation of the National Board. The appointment of James Layug as Secretary General of the PGBI is not confirmed by the National Board, therefore, his appointment is illegal. James Layug does not qualify to be the Secretary General of PGBI, this is true and in accordance with the CBL. Article IV, Section 22, Paragraph a provides that; ARTICLE IV GOVERNMENT xxx Section 22. Qualifications – unless otherwise provided herein, all elected and appointed national officers, xxx shall have the following qualifications: a. Membership – xxx. All appointed national officers xxx must be members in good standing for at least two (2) consecutive years prior the date of their appointment. James Layug did not qualify to be appointed as national officer on the ground that he is not a member in good standing for at least two (2) consecutive years prior the date of his appointment because he became member of PGBI only this year 2013. By the way, we are talking here of National Board. Does the CBL speak who is this National Board? Article XIV Section 3 of CBL provides that: ARTICLE XIV TRANSITORY PROVISION xxx Section 3. The newly-elected members of the National Executive Council during the 8th National Convention at Bacolod City xxx shall, upon ratification of this CBL perform the duties and functions of the National Board until a regular National Board shall have been elected xxx. It is clear in Article XIV Section 3 of CBL that NEC shall perform the duties and functions of the National Board until new set of members of National Board shall have been elected. And we all know the fact that until this moment no new members of National Board has been elected yet Therefore, National Executive Council has the right to question the legality of the act of GS Gringo in appointing James Layug as Secretary General without NEC confirmation because it is their duty to do so. 4. Whether or not the rank of James Layug as Supreme Godfather in accordance with the CBL? The classes of members of PGBI are Grand Supremo/a (GS), Supreme Godfather (SGF)/Supreme Godmother (SGM), Ranking Magic Group (RMG) and Magic Group (MG). Article III Section 19 paragraph b states that: ARTICLE III MEMBERSHIP AND AFFILIATE CHAPTERS Section 19. Classes of Members xxx b) Supreme Godfather (SGF) / Supreme Godmother (SGM) – is composed of commissioned officers of the armed forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Bureau of Jail Management and Penology (BJMP) CURRENTLY ON ACTIVE DUTY and with at least one (1) year of active membership. There is no doubt that James Layug is a former officer of AFP. He was dismissed from the service when he was involved the Oakwood Mutiny being a Magdalo member. By the time he (Layug) became a member of PGBI, James Layug was already in a civilian status and the appropriate rank would be Magic Group or MG (Article III, Section 19, Paragraph d) and not Supreme Godfather or SGF. James Layug cannot be considered as SGF on the ground that he did not reach the required year of active membership of at least one (1) year. He became member of PGBI only in February 2013. Mathematically he did not reach one (1) year of active membership. Therefore, the rank of James Layug as Supreme Godfather is NULL and VOID. This is not a personal attack on James Layug as we afforded him the respect and praise for his idealism as a radical reformist, a real fighter and defender for the welfare of this country, however, it had show partiality prejudicial to the morality of the Fellowship and Organizational membership. Based on the above presentation of facts, there is no doubt that the arbitrary appointment of James Layug inclusive the fraudulent process of recruitment crystallized a gross violation of the CBL and Code of Conduct which is the very foundation and the pillar and support for the unity of this Fraternal Organization. Meanwhile, speculation may arise why the NEC tarried to institute the immediate course of action and waited for some time that subsequently allowed to reach in this kind of unpleasant situation. For the information of everybody, the NEC in the exercise of prudence passed a Resolution Number 001, Series 2013 requesting the PGBI National Chairman for the immediate convening of the NEC purposely to discuss and address the issue at hand but unexpectedly snubbed and disregarded the said petition and continued his questionable assertion. It is our belief that GS Gringo, as the National President and a Senate Legislator at that, wilfully acted in bad faith by putting the PANGKAT GUARDIANS (members of Magdalo) to lead the Brotherhood Movement. To this effect his actions is a great insult not only to the intelligence, dignity, and honor of the NEC but to the general membership of the PGBI asa whole. Moreover, this is an apparent abuse of leadership authority consciously executed by the Grand Supremo with the wrong notion that the whole organization is subservient to his whims and caprices. Much more to our dismay, the Grand Supremo was one of the brain and the instrumentalities in the ouster of the late President Marcos on the basis of his critical stance of dictatorship. This is very surprising, why our Grand Supremo suddenly cast away righteousness and adopted an authoritarian gesture. Why? It’s up to the membership to theorize any conclusion of these abnormal circumstances. As a reminiscence, the general membership of PGBI Eastern Visayas Chapter have extended series of invitation during grandeus event such as our Annual Assembly, Visayas Area Convention, Launching of the 1BRO-PGBI Party List, and other fellowship gathering but he never showed up to manifest his affection for brotherhood. But despite all of this, we continued to adore his leadership and condone all the disappointment in which during the last election, the membership of the said chapter secretly and unanimously agreed to cast a solo vote for his Senatorial Bid to uplift to a sure win as he was below par in the political surveys. But it is sad to note that at this point in time, his unsound judgment is so much unbearable and no longer acceptable. To save the Fraternal Organization, during the NEC Consultative Meeting and Fellowship held at Tacloban City and with the full consent of the NEC membership agreed to pass a resolution to expel and oust GS Gringo as National President and putting Atty. Rex “RMG ARAB” Bilagot to be an Interim National President. And because the relief of Founder George is illegal, they also concurred to reinstate him as Secretary General of PGBI. I would like to correct that the activity that transpired was a NEC Consultative Meeting and NOT a NEC Convention. The tarpaulin banner that shows NEC Convention was a deceitful act of Romeo RMG MYRO Magallanes the event coordinator during the occasion. During the 2013 Regional Convention of Eastern Visayas at Tacloban City, SGF Blade and his group complained that they were not allowed to enter in the venue as representative of James Layug. This is mere false accusation. If they were not allowed to enter why were they able to take pictures during the RegCon, in fact they have handshake with the members of PGBI Eastern Visayas. On the other hand why should the Officers of the PGBI Eastern Visayas recognize them? On the first place the Officers of Eastern Visayas don’t expect them as they were not invited and secondly, they are claiming that they represent the Secretary General of PGBI. How can they represent a VOID and UNRECOGNIZED secretary general. On this particular issue the REC Eastern Visayas declared Romeo RMG MYRO Magallanes Persona Non-Grata for his fraudulent action by inviting the Pangkat Guardians at his own volition tantamount to Lack of Delicadeza, Dishonesty and Betrayal.
