The shield for this owner is that there is a question as to whether or not this owner is suffering from some degree of mental illness. I, personally, do not accept that. This man deliberately tied Hope to a fence, doused her with kerosene, and then methodically flicked his lit cigarette onto her as she went up in a blaze. Neighborhood children saw exactly what had occurred and helped to free her from the owner, rushed her for medical care. /
